Residents want answers after contaminated water discovered   by Peter Gubbe

Winnebago County officials and anxious residents are awaiting results taken from well water in an area surrounding the 1200 block of Soper Avenue in Rockford. Officials are hoping the 21 additional samples taken recently will help them determine the depth and origin of the groundwater pollution that was discovered at the end of July.
Residents in and around the affected area cling to the hope that they are not living above a toxic dump site.
“This is horrible,” said Manuel Lopez, 38, who owns the home at 1223 Soper Ave. A distinct odor of gasoline emanated from the kitchen sink Monday morning. Lopez said his wife drank tap water months ago, and got sick and was taken to the hospital for tests after experiencing vomiting and nausea, he said.
“We cannot use it anymore,” he said, adding that his family with three children must go out of the house to bathe and must drink bottled water inside.
Across the street at 1214 Soper, homeowner Sharon Rush said she switched to city water years ago after seeing orange-colored water coming out of her tap.
“Before we got city water, it smelled,” she said. Rush, who said she paid $4,800 to connect to city lines, said she plans legal action.
According to Winnebago County Health Department officials, between 180 and 200 homes are in the testing area for well contamination. Another 30 homes in that area are connected to city water lines and are not in play in their investigation, officials said. After two samples taken from wells in July came up positive for contamination, an additional 21 wells were tested, and three samples from each well were surveyed.
The goal of taking 21 additional samples is to identify how large an area is affected, by how many pollutants and by what strength. Gasoline, benzene and other cancer-causing chemicals were discovered from original testing done at two locations.
Larry Swacina, director of Environmental Health Services for the Winnebago County Health Department, said it is hoped the sampling from 21 additional wells will determine “the depth of wells and the groundwater flow to determine the size and source of the contamination.”
Swacina said direction of the flow will be key in determining the source. Gas stations have been located nearby, and the Amerock plant was operated only a few hundred yards away. The Mobil station formerly on the corner of Johnston Avenue and Auburn Street has been cited in the past for environmental abuse.
“That Mobil has a past record of leakage of 600 gallons of product,” Swacina said.
Because it is a known carcinogen, the use of benzene as a gasoline additive is limited, but it is an important industrial solvent and precursor to basic industrial chemicals including drugs, plastics, synthetic rubber and dyes.
Swacina said his department is treating the testing “like a criminal investigation. The profile is consistent with gasoline, but we won’t know until we get the results back,” Swacina added. “We notified a large area to be on the safe side.”
Testing was being handled through the Rockford Regional Office of the Illinois Environmental Protection Agency. The Rockford office services nine northwest counties. Clayton Simonson, environmental health supervisor for the Rockford office, said results could be back soon. “Could be today,” he said Monday, when asked about the 21 samples.
The Winnebago County Health Department circulated informational fliers after the original two samples came back from the neighborhood bounded by Cottonwood Airport to the west, Alliance Avenue to the east, Auburn Street to the south, and to the end of the roads between Alliance Avenue and the Cottonwood Airport. Then, they held an informational meeting for residents the first week of August at Northwest Community Center.
Renter Nicole Clark, who lives next door to Lopez at 1225 Soper, was one of the homes in the latest set of samples. She said she signed a waiver to have samples taken. She also said she was told at the town meeting that her house was uninhabitable and that she should leave.
“We haven’t told anyone to relocate,” Swacina said.
Simonson added, “I don’t believe anyone has been told that.”
Because the county health department has limited funds, testing can’t be done at every home, Swacina said. He said the 21 samples were strategically spaced in the area to get a clear picture of the size and source.
Up a slight hill from 1223 and 1225 is homeowner Joyce Larkins at 1207 Soper, who said her water doesn’t smell, but the threat of contamination is still a concern. She said her water was tested two years ago when she moved in, and it passed. On the other side of Clark and Lopez to the north lies the home of Herbert Hyatte at 1233, who said his wife has smelled odors at times from the faucets. “But I’ve owned this house for 30 years, so I don’t worry about it,” he said.
For those residents who want their own results, independent testing can be done. American Pure Water on Forest Hills Road is one such business that sends its water testing samples to National Testing Laboratories. A complete panel runs around $300. Federal standards for water are provided by the federal Environmental Protection Agency office and are posted online.
The regional office will report the results to local residents at another meeting, Simonson said. Any action taken against the alleged perpetrator would be handled at the state level, he added.
“We are here to protect the health and safety of the people,” Simonson said.
Finding the source may provide only consolation to nearby residents.
Nicole Clark said her husband started smelling gasoline from the faucet a week before the county came to test her water. She said her family, which includes four children ages 20 months to 17 years old, have been drinking bottled water since June.
“But we were still bathing in it,” she said. “It smells horrible.”
Clark has since left her home. She said her health started to deteriorate in the past year.
“I have been in and out of the hospital, and I’m a young, fit person and try to take care of myself,” Clark said. She said she has been having headaches and vomiting. Clark said she took her youngest to have blood tests, and those were negative. She plans to have tests by a medical specialist in Chicago who tests for long-term exposure to benzene. The acceptable limit by federal standards is 5 parts per billion for benzene.
“We tested 900 parts per billion,” Clark said of the original two samples taken in the neighborhood. Simonson said because of HIPAA privacy statutes, he can’t release results from individual homes.
The future for residents could involve being hooked up to city water lines.
“We would hope to get the source responsible to pay for the houses to be hooked up to city water,” Swacina said.
Clark said her Arlington Heights property owner and landlord won’t return her calls. She’s trying to retrieve her security deposit and August rent so she can use it to find another place to live.
“Right now, we’re just trying to keep our heads above water,” she said.

Dad had given me permission to take a rowboat, a three horsepower Evinrude and two friends, Doug and Steve out fishing for a few hours. That summer day we decided to take an afternoon out on the Northeast fork of the Great Sacandaga Lake, angling for large mouth bass. The air was heavy and damp, the sun breaking through the clouds, enough to make it uncomfortably hot. We pulled up a makeshift anchor, a ten inch hunk of cinderblock on an anchor line of fraying braided cotton and dropped it into the bow of a fourteen foot wooden rowboat. Expressing confidence we could handle any situation that might come our way, like maybe a sinking boat, we agreed to go beyond the limits set by my dad.

It was pretty easy going, waves following us as we cruised as fast as a three horse powerhead could carry us. Anchored thirty yards off Placid Point, Doug plucked earthworms from small carton of mulch, one for each of us. We threaded our worms as quickly as we could, each of us hoping for the first catch of the day and the biggest fish in the lake. We sat there for about two hours without any luck when we heard a faint rumble of thunder somewhere in the valleys of the Adirondack Mountains. We continued fishing. The deal was we’d leave as soon as somebody had a nibble.

Suddenly, the sky turned a deep blue and we could see flashes of light blanching the sky over the steep mountains to starboard. The storm was bearing down on us fast. “Steve, pull up the anchor, we gotta get outta here!”

We reeled in our lines without securing hooks which dangled and swirled in the ever increasing wind. A brilliant flash of light caught us by surprise as the air crackled, followed by a sonic boom which reverberated in the canyon between the surrounding mountains, disturbing the water beneath us. Nickel sized droplets of rain fell heavy graying the blue water around us; the wind becoming ferocious.

Anchor drawn, I pulled on the starter chord, adrenaline kicking in when I realized it might not start. I stood there looking to the oars. “We’re going to have to start rowing you guys or we’ll be blown downwind toward the dam!” Doug didn’t hesitate. We were losing ground fast in the brisk wind and oncoming short troughed, steep crested waves.

I pulled the cord one more time with a sputter. It’s got to start. There’s no reason why it shouldn’t. Did I forget something? I choked the motor and made sure the gas fill was getting air and tried again. This time I gave it my best tug and it snapped to attention.

Buckets of water were coming into the boat over the bow and port forward quarter as we pointed home. Steve shifted to the rowing seat next to Doug to get the weight balanced, bow up. They were using the bailer we had aboard; one lone paint can passed between them to keep up with the flood of water that was threatening to scuttle us.

I thought about that possibility as I squinted into the wind and blinding rain to get a bead on the next wave, the shoreline and our forward progress. As I went to glance over Doug’s left shoulder I noticed a torrent of water running down his drenched forehead, off his nose onto the rowing seat and swamped floorboards. We were moving ahead very slowly, almost as if we were in chains, the boat a third full of water. We were losing the battle.

By this time, we were in life jackets with the ties still loosened. There was no time to tend to them; we had waited too long and underestimated the power of a thunderstorm. Explosions of light continued to harass with a dazzling, frightening display of blue lightening. The air turned cold and hail pelted us with BB shot. We were soaked, shivering and tired from the strain and futility of bailing, but we continued on, lamenting and grousing with occasional bursts of displaced laughter.

As the wind eventually petered to a strong breeze and the waves were no longer capped in white, we felt relief in the knowledge that we were going to make it to home soon and that we collectively endured our first, worst storm ever, vowing never to make the mistake of granting a thunderstorm permission sneak up on us AND granting them, that is each and every one of them from then on, the respect they deserve (emphasis added).

Doug and Steve continued to bail, but their ardor was less as we steered toward the shore and home, the boat resting in the sand in the shallows. We pulled her up as high as we could, stretching the anchor line as far up the beach as it would reach.

We were soaked and exhausted and related our story to our parents as one voice. We agreed not to say anything about going to Placid Point or that we delayed in donning our life jackets. Other than that, everything was fair game for story fodder and still is. We sealed the pact in worm blood.

In the late 1970s John Cadotte of America’s Midwest Research Institute and the FilmTec Corporation created a much-improved membrane by using a special cross-linking reaction between two chemicals atop a porous backing material. His composite membrane consisted of a very thin layer of polyamide, to perform the separation, and a sturdy support beneath it. Thanks to the membrane’s improved water flux, and its ability to tolerate pH and temperature variations, it went on to dominate the industry. At around the same time, the first reverse-osmosis plants for seawater began to appear. These early plants needed a lot of energy. The first big municipal seawater plant, which began operating in Jeddah, Saudi Arabia, in 1980, required more than 8 kilowatt hours (kWh) to produce one cubic metre of drinking water.

The energy consumption of such plants has since fallen dramatically, thanks in large part to energy-recovery devices. High-pressure pumps force seawater against a membrane, which is typically arranged in a spiral inside a tube, to increase the surface area exposed to the incoming water and optimise the flux through the membrane. About half of the water emerges as freshwater on the other side. The remaining liquid, which contains the leftover salts, shoots out of the system at high pressure. If that high-pressure waste stream is run through a turbine or rotor, energy can be recovered and used to pressurise the incoming seawater.

The energy-recovery devices in the 1980s were only about 75% efficient, but newer ones can recover about 96% of the energy from the waste stream. As a result, the energy use for reverse-osmosis seawater desalination has fallen. The Perth plant, which uses technology from Energy Recovery, a firm based in California, consumes only 3.7kWh to produce one cubic metre of drinking water, according to Gary Crisp, who helped to oversee the plant’s design for the Water Corporation, a local utility. Thermal plants suck up nearly as much electricity, but also need large amounts of steam. “A thermal plant only is practical if you can build it in such a way that it can take advantage of very low-cost or waste heat,” says Tom Pankratz, a water consultant based in Texas, who is also a board member of the International Desalination Association.

Economies of scale, better membranes and improved energy-recovery have helped to bring down the cost of reverse-osmosis seawater-desalination. Although the cost of desalination plants and their water depends on where they are, as well as the local costs of capital and operations, prices decreased from roughly $1.50 a cubic metre in the early 1990s to around 50 cents in 2003, says Mr Pankratz. As a result, reverse osmosis is preferred for most modern seawater-desalination (though rising energy and commodity prices mean the cost per cubic metre has now risen to around 75 cents). Experts reckon that further gains in energy efficiency, and hence cost reductions, will be increasingly difficult, however. According to a recent report on desalination from America’s National Research Council, energy use is unlikely to be reduced by much more than 15% below today’s levels–though that would still be worthwhile, it concludes.
Sometimes, using desalination within water management may be the only way to ensure supply.

To achieve these reductions, researchers want to find better membranes that allow water to pass through more easily and are less likely to get clogged up. Eric Hoek and his colleagues from UCLA, for example, have developed a membrane embedded with tiny particles containing narrow flow channels, producing a significant increase in water flux. The membrane’s smooth surface is also expected to make it harder for bacteria to latch onto. Depending on a plant’s design, the new membranes could reduce total energy consumption by as much as 20%, reckons Dr Hoek. The technology is being commercialised by NanoH2O, a company on UCLA’s campus.

Meanwhile, the possibility of making membranes out of carbon nanotubes, which consist of sheets of carbon atoms rolled up into tubes, has also garnered attention. A study published in the journal Science in 2006 demonstrated unexpectedly high water-flow rates. But insiders think it will be a decade before the idea is ready for commercialisation.

As desalination becomes more widespread, its environmental impacts, including the design of intake and discharge structures, are coming under increased scrutiny. Some of the damage can be mitigated fairly easily. Reducing the intake velocity enables most fish species and other mobile marine life to swim away from the intake system, though small animals, such as plankton or fish larvae, may still get caught in the intake screens or sucked into the plant.
